Whereas, KicktoDevin.com is proposing that for all kick-offs that go out of bounds, there will be a 10-yard penalty and a re-kick until a ball lands in bounds. For punts, any punt going out of bounds (unless it happens inside the opponents 20 yard line and the goal line) is an automatic 15-yard penalty from the spot where the ball went out of bounds.
